From personal experiences, I can say that a child can be ready to begin reading the Lord of the Ring’s trilogy or the Hobbit as early as ten years old. If you are unsure if your child will even be interested by one of Tolkien’s books, try reading it aloud to the child before bedtime. Can a 10 year old read Lord of the Rings?
Other than that, you can read it or the child who you are asking for(maybe) can read it, if he/she wishes too, there is no adult stuff in it, totally family friendly. Lotr can be read almost by all age groups, just that some small children(below 10 or 12) may not enjoy or understand it, thatswhy “almost”.
